If you are a non-EU student and you come to Italy for less than 90 days, in most cases you don't need a Residence Permit — the Declaration of Presence at the Questura within 8 days of arrival is enough.
The Declaration of Presence is valid for non-EU students in these situations:
It does NOT apply if you come with an Italian study visa for more than 90 days — in that case you must file the Residence Permit.
The entry stamp on your passport from the border police (Malpensa, Fiumicino, Marco Polo airports) already counts as a Declaration of Presence. Keep the stamped passport — nothing else is needed.
You must file the Declaration of Presence at the Questura of the province where you stay, within 8 days of arrival. The form is called "Dichiarazione di Presenza ex art. 5, comma 7, D.Lgs. 286/1998".
Submit the Declaration at the Immigration Office of the provincial Questura. Always book online at prenotafacile.poliziadistato.it (SPID/CIE required) before going.
